PACKAGES / ALLOWABLE ITEMS / PROPERTY

Inmates may receive packages by mail while they are incarcerated.  Any package(s) received must have the sender’s complete address on the outside and contain a written inventory of all items enclosed. 

We no longer accept property at the lobby desk.  All items must be purchased and mailed from a company whose ordinary business includes the sale and shipping of such items.  Examples of a business that must mail items directly to this facility include: Amazon, Kmart, Walmart, Barnes and Noble.


ALL items must be shipped directly to this facility from such business. The amount mailed in may not exceed the allowable amount. 
White colored clothing may be mailed into the facility every 60 days. All Clothing must be in a new sealed package, and white.  No exceptions. No more than 1 (one) extra set will be kept in your personal property, all old sets must be released or discarded.

NO food or tobacco products on any kind.  We are not a holding facility for your personal items.  Anything not approved or does not conform to the rules, will be returned to sender at your expense or destroyed.

Items such as shoes, glasses or contacts must be approved by medical in writing before said items will be allowed into the facility.

All packages are subject to a search for contraband, any contraband found could lead to Felony charges.

Packages may be sent from the facility at your expense and must be packaged and remain open (unsealed) for the purpose of inspection by an officer prior to being sent. The package will be weighed for proper postage.

Any property that was confiscated during the admission process can be released, except for clothing that you may need to wear if released from this facility.  Request a Property Release Form from your housing unit officer.  The receiver will be asked to sign for the property and if they refuse, the property will be returned to inmate property.

Consistent with NYSCOC Minimum Standards any property received by the facility which, by its physical or chemical attributes will present a hazard or hardship to the facility if retained, may be disposed of. 

Property not picked up after your release will be disposed of in accordance with Article 7-B of the Personal Property Law..  Any items too large to be stored, that is not released (i.e. bicycles, radios, luggage) will fall under this section. 

If you are being sent to another facility or transferred to NYS Department of Corrections, you can fill out a Property Release Form and arrange for family or friends to pick it up. Individuals must show proof of identification and property must be picked up promptly or will be disposed of consistent with Article 7-B of the Personal Property Law.

Visiting Rules and Times

There will be no loud, vulgar or obscene language used during or while in the visitation area.

Absolutely nothing will be passed back and forth between you and your visitor(s).  If paperwork needs to be signed, your visitor must make the request prior to the visit.  No items are allowed into the visiting room.

During an emergency you are to remain seated, stay calm and follow the direction of the visiting room Officer.

Any display of violent or abusive behavior towards your visitor(s) or the Officer will result in the loss of your contact visitation, or restrictions being placed on your visitation.

Visiting Rules and Procedures – Visitors

Visiting days and times will be posted within the housing units and in the lobby.  Check with your Housing Unit Officers with any questions.

All visitors must provide valid and proper identification that may consist of

Valid photo driver’s license

Valid photo non-driver’s ID

Valid photo passport

Valid photo Dept. of Social Services ID, with birth date

Valid photo school identification, with birth date – accompanied by copy of birth certificate

Temporary non-photo driver’s ID or license, accompanied with birth certificate and legitimate photo identification

Birth certificates for children and new born must be presented as identification

Persons under the age of eighteen (18): 
Must be accompanied by a parent or legal guardian or have a “Visitor Registration Form” filled out and notarized by the same allowing such visitation. Proper identification must also be presented.

All visitors must be appropriately dressed.  Clothing with excessive metal (buttons, zippers, etc.), hooded sweat shirts, sleeveless shirts, halter tops, tank tops, white t-shirts, mini-skirts (skirts must reach below the knees), under-wire bras, mesh type garments, or tight-fitting or see through clothing is strictly prohibited.  It will be at the discretion of the Lobby Officer whether or not visitors will be allowed.  All hair items must be removed before entering the visiting room.

Items such as hand bags or any other objects must be placed in a locker in the lobby or left in their vehicles.  The Clinton County Correctional Facility is not responsible for lost or stolen items.  Pets are not allowed inside any area of the facility.

All visitors are subject to search of their person or any items they carry onto the premises.  Anything not disclosed or found during a search will be deemed contraband and will result in the loss of the visiting privileges, as well as possible criminal charges.

Visitors will be passed through a metal detector be searched by using a hand held metal detection wand.  VISITORS WHO HAVE PACE MAKERS MUST INFORM THE LOBBY OFFICER PRIOR TO PASSING THROUGH. Proper documentation must be provided stating that such device is present, or that they have prosthetic devices that may set off the detector.  If the visitor does not pass metal detection, they will not be allowed to visit.

There is to be no food or drinks in the visiting area. 

Children are to be supervised during the entire visit.  They are to remain seated on the parent or guardians lap or they will be asked to leave the visiting area.

Inmates will be allowed two visits per week at one hour per visit and one visit per day.
