NOTICE TO BIDDERS
FOR THE CONSTRUCTION OF
PERIMETER SECURITY FENCE RELOCATION
AT THE
PLATTSBURGH INTERNATIONAL AIRPORT
TOWN OF PLATTSBURGH
CLINTON COUNTY, NEW YORK
Sealed proposals for the construction of the Perimeter Security Fence Relocation Contract will be received at the Legislative Office, Clinton County Government Center, 137 Margaret Street, Suite 208, Plattsburgh, New York 12901 until 2:30pm, local time, June 1,2017, and there, at said office, at said time, publicly opened and read aloud.
This project includes the installation of approximately 5,000 LF of chain link security fence in the vicinity of the southeast end of the airfield, between the apron and the easterly side of Taxiway A. The new fence will be 8ft high chain link fencing with barbed wiring, and embedded into the turf. Work will also include placement of a 15ft wide (approx.) gravel roadway adjacent to the fence for routine perimeter checks to ensure a secure airfield is maintained. All tree clearing work shall performed between October 31st, 2017 and March 31st, 2018.
Bidders are advised that this contract will require the contractor and subcontractors to pay prevailing wages rates as a minimum in accordance with the current Federal and State Wage Rate Schedules.
The Contract Documents (consisting of the Advertisement, the Proposal, the Contract Form, and the Specifications) and the Contract Drawings may be obtained only from Box.com. Access to contract documents can only be obtained by sending Chad Bailey of C&S Engineers, Inc. at cbailev@cscos.com the Contractor's name, contact name, address, telephone number, and email address, which will then be recorded on the plan holders list. There is no charge to download the contract documents and contract drawings. Only the completed proposal (23 pages) shall be returned. Submitted proposals that were not recorded on the plan holders list shall be considered non-responsive.

Each proposal must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum proposal price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Preparation of Proposal. Such certified check or bid bond shall be made payable to Clinton County Treasurer.
A pre-bid conference is scheduled for May 24, 2017 at 11 :00 a.m. at the Plattsburgh International Airport ARFF Building conference room, Arkansas Street, Plattsburgh, New York 12903 in order to review the specific requirements of this contract. All prospective bidders are encouraged to attend.

The County of Clinton reserves the right to waive any informality in the proposal, and to reject any and all proposals.
