Our Mission
The mission of the Clinton County Youth Bureau is to promote positive youth development, strong families, and supportive communities. The purpose of the Youth Bureau is to establish, coordinate and maintain youth development, recreation and delinquency prevention programs throughout Clinton County for youth from birth to 21 years. This is accomplished by networking with others who serve youth, assessing the needs of youth through comprehensive planning, coordinating and planning youth services, allocating Office of Children and Family Services Youth Development Program (YDP) funds for youth programs and evaluating the effectiveness of those programs.
Youth Service Providers
The providers of youth services in Clinton County are as diverse as the people they serve. They include not-for-profit organizations governed by volunteer boards of directors as well as youth commissions governed by the elected officials in each of the County's municipalities. School districts and churches are also involved in providing educational and/or recreational activities for youth. Finally, services may be provided by government agencies that specialize in youth programming.
Programs & Services
Direct programs and services of the Youth Bureau include the Clinton County Youth Court, the Clinton County Youth Scholarship Program and the Clinton County Recreation Program. Currently, four agencies are receiving New York State Office of Children and Family Services funds serving the needs of County youth in the areas of education, family support, physical and emotional health, and citizenship/civic engagement. These agencies are: Behavioral Health Services North, Inc., Department of Social Services, Child Care Coordinating Council of the North Country and Plattsburgh Housing Authority.
Municipalities within Clinton County offer a wide range of programs many funded, in part, by the New York State Office of Children & Family Services including instruction and participation in numerous sports programs, arts programs, reading programs, youth employment, and many other activities intended to enhance positive youth development and prevent delinquency.
Clinton County is unique in New York State in that it offers, in cooperation with all the municipalities in the County, County-wide instructional basketball, baseball/softball, and soccer programs every year. As well as instructional swimming in several municipalities. The County recreation program also offers numerous one-day programs and clinics in a wide variety of recreational activities as well as special events throughout the year.
