PERMIT PROGRAM The Highway Department has the responsibility of overseeing 350.75 miles of County-owned roadways. The “Highway Law,” Chapter 25 of the Consolidated Laws of New York, prescribe certain powers and duties of the County Superintendent of Highways. Among those duties is the general supervision of all highways and bridges which are constructed, improved or maintained in whole or in part by the aid of County monies. The County Superintendent of Highways is also authorized to establish regulations governing the issuance of permits, including the fees to be charged therefore. In accordance with the exercise of those duties there has been established within the Clinton County Highway Department definite standards and procedures governing the construction of residential and commercial entrances to County roads or section thereof, utility and non-utility work permits for use by telephone, cable and power entities, and special hauling permits authorizing permission to travel over County roads and bridges with over-sized, over-length loads. The following permits may be viewed and/or downloaded and submitted in triplicate to the Clinton County Highway Department, 736 Route 3, Plattsburgh, New York, 12901.
